FOR 2ND WARD COUNCIL
Councilman Jose Rodrigues is a 28 year resident of Kearny, having settled in town in 1998 with his wife, Ann. Born in Newark to Portuguese immigrant parents, he spent his early years there before moving to Portugal at the age of 13. He returned to Newark on his own at 18, beginning a career as an autobody technician.
His professional life evolved, leading to nearly 30 years of experience in the insurance industry. He served as a Senior Claim Service Analyst in the Special Investigations Unit and is a licensed adjuster in 11 states. This professional background suggests a high level of expertise in detailed analysis and investigation, skills that are valuable in scrutinizing proposed legislation and public policy.
Beyond his professional career, Councilman Rodrigues is regarded for his deep community involvement. He and his family have volunteered with Kearny High School Project Graduation for over a decade. His fluency in English, Spanish and Portuguese is highlighted as a significant asset, enabling him to connect with and serve Kearny's diverse community effectively.

RESULTS THAT MATTER
Councilman Rodrigues is actively working to make Kearny's roads safer by targeting problematic intersections with traffic management solutions. He specifically supported adding four-way stop signs at Quincy and Highland Avenues, with more to come in the future.
To enhance student safety, a drive-thru drop-off zone has been created at Franklin Elementary School. This improvement provides a dedicated area for parents to drop off students, with a direct exit onto Schuyler Avenue. The new zone alleviates congestion on local side streets, ensuring a smoother and safer morning routine for both students and residents.
Ordinance 2025-12 is a proactive measure to address the challenges that arise from unapproved dwelling units, including housing, safety, and parking issues. Supported by Councilman Jose Rodrigues, the legislation aims for better building code enforcement to curb overcrowding and ensure safer living conditions for all residents.
The Mayor and Council unanimously passed an ordinance establishing a temporary residential permit parking program on select streets bordering Harrison. This overnight program, in effect from 7 p.m. to 7 a.m., requires residents on designated streets to display a valid annual permit to park. The initiative directly addresses "spillover" parking from the neighboring town, aiming to alleviate a long-standing frustration for Kearny residents.
The newly upgraded Harvey Field Sports Complex now offers a modern and accessible space for all. With a newly paved parking lot, an upgraded playground, and expanded, resurfaced playing fields, these improvements create a better area for families, athletes, and residents to enjoy.
Councilman Rodrigues was officially appointed to the Kearny Town Council on January 21st, 2025. This appointment was made to fill the vacant Second Ward council seat following the resignation of Councilman Richard Konopka. The resolution to appoint him was met with unanimous approval from the town council, signaling a strong collective commitment to his new role. In his first few months, Jose and Council have focused on key quality-of-life and safety issues.
